The Project Management and Implementation Unit (PMIU) of the Sindh Social Protection Delivery System, under Sindh Social Protection Authority (SSPA), Government of Sindh, has invited an Expression of Interest for one individual consultant position: Database Administrator. The advertisement, credit number IDA/7229-PK, reference INF/KRY:4364/2026, was published in daily Kawish on 5 October 2026.
As with a previous SSPA notice carrying the same credit number, this is an individual consultant position on a contractual basis, funded through a World Bank International Development Association (IDA) credit, and not a regular civil-service appointment. Selection follows the World Bank’s Procurement Regulations for IPF Borrowers (November 2020), specifically its Open Competitive Selection of Individual Consultants process, rather than standard provincial recruitment rules.
Position and Requirements
Database Administrator (01 post)
- Qualification: Bachelor’s or Master’s degree (16 years’ education) in Software Engineering, Computer Science, Information Technology, or a related field, from an HEC-recognized university
- Experience: At least 4 years of relevant database administration or development experience, with sound knowledge of SQL, PL/SQL, and Oracle/MySQL/PostgreSQL platforms
- Additional value: Experience in database optimization and application software design, development, and analysis is preferred
- Skills: Candidates should record their skills and relevant achievements clearly in their CV
The requirement here is narrower than a general IT role. The ad specifically wants hands-on database administration experience across multiple platform types — Oracle, MySQL, and PostgreSQL are all named — rather than broad software development experience. A candidate whose background is mainly in application development without direct database administration responsibility may not be the strongest fit for this particular post, even with a relevant degree.
What This Project Is
This recruitment sits under the Project Management and Implementation Unit for the Sindh Social Protection Delivery System — the same unit that has previously advertised for a Gender and Social Inclusion Specialist and a Back End Developer under this credit number. This suggests SSPA is actively building out its technical team for its social protection delivery system in stages, rather than through one single large hiring round.

Conflict of Interest
Consultants applying should be aware that the World Bank’s Procurement Regulations for IPF Borrowers (November 2020), Section III, paragraphs 3.14, 3.16, and 3.17, set out restrictions around conflicts of interest for individual consultants under this framework. Applicants are advised to review these provisions, available via www.worldbank.org, before applying — particularly if they have any existing relationship with the project or related entities.
Application Process
Interested and qualified candidates should send a detailed CV, along with attested copies of educational qualification certificates, CNIC, degrees/certificates, transcripts, and proof of experience from previous organizations, with the position name clearly mentioned in the subject line.
Applications can be submitted by courier, or by email to hr@sspa.gos.pk, during office hours (10:00 AM to 5:00 PM), by 15 October 2026.
Detailed Terms of Reference (TORs) for the position are available at www.sspa.gos.pk/procurement.
Application deadline: 15 October 2026.
