The Project Management & Implementation Unit, under Strengthening Social Protection Delivery System (SSPDS), Government of Sindh, has invited Expressions of Interest for two individual consultant positions in Karachi. This project runs under IDA credit financing. It follows World Bank Procurement Regulations for Individual Consultants.
What This Notice Actually Is
This is an Invitation for Expression of Interest (EOI), not a standard job application process. Like other recent World Bank and ADB-funded project notices, selection here follows a formal procedure. It follows World Bank’s Procurement Regulations for IPF Borrowers (November 2020), specifically Section III, Paragraphs 3.14, 3.16, and 3.17, governing individual consultant selection.

Why These Two Roles Differ So Much
The gap between these two positions is genuinely wide. One is a social sciences and policy-focused role working with vulnerable populations. The other is a purely technical software development position. So SSPDS is likely building out both its programmatic/social side and its technical infrastructure simultaneously, possibly to support a social protection delivery system that combines policy work with a functioning digital platform.
If you’re comparing this against other World Bank or donor-funded consultant openings across Sindh, check other listings under Government Jobs on the site. EOI-based consultant hiring under IDA or ADB financing tends to follow fairly similar procedural requirements.
Important Notes for Applicants
Interested consultants who meet the above qualifications should submit their Expression of Interest. Include a detailed CV addressing the relevant qualifications and experience, CNIC/domicile documents, degrees, and any other supporting documentation. State the position applied for clearly.
Deadline: By 8 October 2026, at 3:00 PM
Email: hr@sspa.gos.pk
The advertisement specifically notes that consultants may be considered for engagement under IPF (November 2020) borrower procurement regulations, sections 3.14, 3.16, and 3.17. These govern individual consultant hiring. If you want additional detail beyond what’s summarized here, review the full Terms of Reference (TORs) and procurement policy directly.

- SSPA Procurement Page: www.sspa.gos.pk/procurement
Since this uses a formal World Bank consultant selection process rather than a typical resume-and-interview format, review the referenced procurement regulations before submitting your EOI. This matters particularly if you’re unfamiliar with how individual consultant selection works under IPF-funded projects. For more current government and donor-funded project openings across Sindh, browse Sindh Jobs on the site.
